Westfield Journalist Feted at Smithsonian

Westfield, NJ, journalist Bill Reinhardt was honored with a lifetime achievement award on July 25 by the American Road and Transportation Builders Association (ARTBA), a Washington, D.C. association of public and private interests promoting investment in transportation infrastructure. 

The award was presented during a dinner ceremony at the new American History wing of the Smithsonian Institution in Washington, D.C. The audience of 150 included transportation industry thought-leaders in business, government, academia and public policy. 

Reinhardt reports and writes a monthly newsletter, Public Works Financing (PWF), which explores innovative contracting methods for preventing the huge cost overruns typical on large infrastructure projects. His specific focus is public-private partnerships (PPPs). 

PPPs are a new way to design, build and operate major projects with a single point of responsibility for schedule, cost and operating performance. Most states have lost the ability to manage large transportation projects. Over 30 have passed legislation to allow PPPs in the hope that public and private interests can be aligned to maximize taxpayer benefits. 

ARTBA is celebrating 25 years of leadership in the PPP field, and presented Reinhardt with its “Legacy Award” for lifetime achievement in service to the industry. Reinhardt is the association’s first recipient of this award. 

Reinhardt, 63, moved his family from Manhattan to Westfield in 1988 and began publishing his 40-page newsletter from the attic of his home. PWF now has 4,000 readers and 36 advertisers from 14 countries who are using PPPs to deliver complex infrastructure projects. 

Reinhardt graduated from Gettysburg College in 1972 with a BA in English Literature. During his long career in journalism, he has received awards from the NJ Press Association, the NY Business Press Association, and industry groups involved in clean water, atomic power, and transportation. He also has been a member of two committees of the National Academy of Sciences.
